HSF promotes democratic practices in public and non-state institutions. Good governance involves transparency and accountability throughout a country’s institutions and processes. HSF recognizes the need to strengthen the capacity of public institutions in line with their mandates and seeks to strengthen the capacity of select County Assemblies in executing their financial and legislative mandates. HSF also seeks to strengthen the capacities of political parties, especially the participation of young politicians and young female politicians. Members of various political youth organizations are trained in relevant topics that have been previously identified. Topics include communication and campaigning, internal party democracy and structures, drafting legislation, to pave the way for the development of parties in the country. There are also opportunities for exchange programmes with different countries to promote further exposure and learning. Initiatives targeting non-state institutions contribute to their having structures and a culture of leadership that ensures integrity, transparency, and accountability.

HSF seeks to achieve this through strengthening capacities of employees of public institutions; strengthening capacities of young politicians; and improving democratic structures within political parties and non-governmental organizations.
